In December 2025, the Independent Examiner attended a two-day meeting in Brussels for the launch of the Global Counterterrorism Forum (GCTF) Brussels Memorandum on Good Practices for Oversight and Accountability Mechanisms in Counterterrorism. Led by the EU and supported by its Counter-Terrorism Platform for Human Rights Engagement (CTPHARE), the Brussels Memorandum is a publicly available framework document which outlines a set of non-binding good practices aimed at strengthening oversight and accountability mechanisms in counterterrorism operations.
